This comes with age and experience. If a person is confident, then that person will excerpt and attract.
A person who is very spiritual, full of love will irradiate positive energy that others will pick up.
When I first developed my spiritual and psychic ability (gift from God), I was told by my partner and friends at the time that for some reason people where looking at my in a different way. They were admiring my confidence and could feel the energy that I was displaying.
So for me, it was about June 2000.
